‘Great setting’: Mayor Campbell moves office to Humber Quays
PRIME LOCATION: Two Humber Quays, new home of Hull and East Yorkshire Combined Authority and Mayor Luke Campbell

Hull and East Yorkshire Combined Authority (HEYCA) has agreed a deal to move into one of the city’s most desirable office locations, Two Humber Quays on Hull Marina.
The combined authority – a devolved body established to oversee economic investment and development across Hull and East Yorkshire, and led by the region’s first elected Mayor, Luke Campbell MBE – has taken a lease on the second-floor east office of the building.
Mayor Campbell said: “Two Humber Quays really shows off Hull at its best, with the marina to one side and the Humber Estuary to the other. It’s a fantastic building in a great setting, and the entire mayoral team is excited to be based there.”
Two Humber Quays is owned by long-established Hull family business Rix Group, which has made substantial investments in the property since acquiring it in February 2021. The building serves as the group’s headquarters and following this deal is now fully let.
Mike Fry, director of estates at Rix Group, said: “We are pleased to welcome the mayoral office as a new tenant at Two Humber Quays.
“As a family-owned business with deep roots in Hull, we are committed to supporting the local community and the civic infrastructure of both Hull and the wider East Yorkshire region.
“This new base reinforces Hull’s standing as a hub for regional governance and ensures the mayor’s office can operate from a central, well-connected location.”
The address becomes the authority’s first permanent base since it was formed and following the inaugural mayoral election on May 1.
The move is not yet mentioned on the authority’s website, which says: “With HEYCA being in its infancy, no permanent base has yet been established.
“Provision has been made for the Combined Authority’s existing team to work between Hull City Council’s Guildhall and East Riding of Yorkshire Council’s County Hall. Official HEYCA meetings and other gatherings have been held at the Ergo Business Centre close to the Humber Bridge.”
Its registered address is listed as 19 Marina Court in Castle Street, Hull.
