‘A blight on our communities’: Untidy land costs eight offenders more than £16,000

Eight owners or occupiers of properties in Hull have been ordered to pay a combined total of more than £16,000 for failing to maintain the cleanliness of their land.
They have also received criminal records.
The prosecutions, by environmental enforcement officers at Hull City Council, followed complaints by members of the public.
The cases are:
Laurence Phillip Bird, of Priory Road, Hull. Failed to attend Hull Magistrates’ Court and was convicted in his absence of an offence contrary to section 216(6) Town and Country Planning Act 1990. Ordered to pay fines and costs totalling £3,289. Complaints related to a private residential property in Priory Road.
Bryan Wilson, of Inglemire Lane, Hull. Failed to attend Hull Magistrates’ Court and was convicted in his absence of an offence contrary to section 216(6) Town and Country Planning Act 1990, and section 48 of the Anti-Social Behaviour, Crime and Policing Act 2014. Ordered to pay fines and costs totalling £2,700. Complaints related to a residential property in Laburnum Avenue, Hull.
John Mills, of Pearson Park, Hull. Failed to attend Hull Magistrates’ Court and was convicted in his absence of an offence contrary to section 80(4) Environmental Protection Act 1990. Ordered to pay fines and costs totalling £1,860. Complaints related to a private residential property in Pearson Park.
Amy Rebekah Murphy, of 6th Avenue, Hull. Failed to attend Hull Magistrates’ Court and was convicted in her absence to an offence contrary of section 216(6) Town and Country Planning Act 1990. Ordered to pay fines and costs totalling £2,282. Complaints related to her residential property in 6th Avenue.
Alexandra Levi Gallagher, of Wold Road, Hull. Failed to attend Hull Magistrates’ Court and was convicted in her absence of an offence contrary to section 216(6) Town and Country Planning Act 1990. Ordered to pay fines and costs totalling £1,815. Complaints related to her residential property in Wold Road.
Stephen Beal, of Florence Avenue, Cadogan Street, Hull. Failed to attend Hull Magistrates’ Court and was convicted in his absence of an offence contrary to section 80(4) Environmental Protection Act 1990. Ordered to pay fines and costs totalling £816.77. Complaints related to a private residential property in Florence Avenue.
Sophie Tuck, of Ellerburn Avenue, Hull. Failed to attend Hull Magistrates’ Court and was convicted in her absence of an offence contrary to section 216(6) Town and Country Planning Act 1990. Ordered to pay fines and costs totalling £1,149.95. Complaints related to her residential property in Ellerburn Avenue.
A representative from UC Properties Ltd of Newland Avenue, Hull. Failed to attend Hull Magistrates’ Court and was convicted in their absence of an offence contrary to section 80(4) Environmental Protection Act 1990. Ordered to pay fines and costs totalling £2,269.50. Complaints related to a private residential property in Clough Road, Hull.
Councillor Charles Quinn, the council’s portfolio holder for environment, said: “These successful prosecutions demonstrate that we do not take these offences lightly and that we will always listen and respond to complaints from the public about untidy land.
“Occupiers and property owners must take responsibility for any waste on their land as it blights neighbourhoods and is unfair on other residents. We will continue to ensure that there are consequences for failing to take responsibility.”
The council is urging residents to dispose of or recycle their household waste through approved services – including any of the city’s waste and recycling centres, household collection schemes, and bulky household collection services.
